EPA
Background Information which Provides Insight for Use of the Pipeline
Leak Calculator
The Environmental Protection Agency (EPA) requires that leak detection
equipment used on pressurized pipelines be capable of meeting certain
performance standards. At the minimum, a leak detector which is
capable of detecting leaks of 3.0 gallons per hour (gal/hr) or larger
on an hourly basis must be installed on all pressurized piping.
Other options include the use of equipment which is capable of detecting
0.20 gal/hr on a monthly basis or an annual test capable of detecting
leaks of 0.10 gal/hr. The probability of detecting a leak of stated
size must be 95% or greater with a probability of a false alarm
(declaring a tight line to be leaking) of no more than 5%.
To provide a mechanism for achieving compliance with these requirements,
the EPA has developed a test protocol "Standard Test Procedures
for Evaluating Leak Detection Methods: Pressurized Pipeline Leak
Detection Systems", EPA/530/UST-90/010, September, 1990.
The EPA test protocol defines the leak rates in terms of pressure.
A 3.0 gal/hr leak is defined at 10 psi. Higher pressures will increase
the leak rate and lower pressures will decrease the leak rate.
A 0.2 gal/hr leak is defined at pump operating pressure which will
vary depending on the type and condition of the pump. Typically,
pump operating pressures range from 20 to 35 psi but they may be
higher or lower. Higher pressures will increase the leak rate and
lower pressures will decrease the leak rate.
A 0.1 gal/hr leak is defined at 1.5 times the pump operating pressure
Again, this will vary depending on the type and condition of the
pump.
