Fueling Systems Approves the
KWA LS-2003 Leak Detector Tester
Approval Applies to FE Petro, Incon,
and EBW Leak Detectors

July 1, 2003 - Franklin Fueling Systems, the
parent company of FE Petro, Incon, and EBW, has approved use
of the KWA LS-2003 Leak Detector Tester for testing all models
of FE Petro, Incon, and EBW line leak detectors. |

The approval follows an evaluation performed
by Franklin Fueling Systems engineers, which determined that the
LS-2003 "could be used effectively to verify compliance of
a 3.0 gal/h line leak per current EPA protocols." Currently,
the EPA requires that functional testing be peformed annually on
all line leak detectors (electronic and mechanical). Line leak detectors
manufactured by Franklin Fueling Systems that can be verified for
functionality in the field using the LS-2003 include the following

Jeff Wilcox, environmental
engineer with KWA and LS-2003 trainer, stated the importance of
receiving manufacturer approval. "We are pleased that Franklin
Fueling Systems has recognized use of the LS-2003 as a legitimate
method that technicians can help tank owners meet federal law. Without
EPA certification requirements for leak detector testers, manufacturer
approval may be the most effective way that technicians can determine
what equipment to use for functional testing."
Ken Wilcox, president of KWA and developer
of the LS-2003, explained that while the LS-2003 is a great piece
of equipment, it is important not to underestimate the value of
technician training. "It has been KWA's policy to certify users
of the LS-2003 equipment. The LS-2003 may be the easiest and most
accurate leak detector tester ever built, but that doesn't mean
it can't be used incorrectly. Technicians need to understand how
to make leaks and what the requirements are or they can test leak
detectors incorrectly. We try to minimize mistakes and improve technicians
understanding of leak detectors by putting them through our training
program."
About the KWA LS-2003 Leak Detector Tester
Designed to help service organizations and tank operators meet EPA
guidelines requiring annual testing of all line leak detectors,
the LS-2003 is capable of testing any mechanical or electronic line
leak detector. The unit works by introducing leaks into pipelines
at rates of 3.0, 0.2, and 0.1 gal/h to determine if a leak detector
can correctly identify the presence of a leak. The LS-2003 incorporates
technology that KWA has used since 1989 to conduct third-party evaluations
of leak detection methods.
